Attention!..Speed Limits on The Roads Has Been Changed

The law plan which was formed for adaptation to the Europen Union and need basic changings on the highway traffic law was accepted by the commission of the Turkish National Assembly.

While it was being passed to the new system with the  arrangements on driving licences,with the change which was made with the request of Melih Gökçek who is the mayor of Ankara city,the punish authority was recognized to the municipalities by watching the roads with the cameras which are put under the turn indicators ,for  crimes which are committed in  running traffic like exceed the speed limit and pass in the red light.

With  the proposal accepted, in spite of the warning of Zekeriya Sarlak who is the  undersecretary assistant of the Ministry of Internal Affairs and official representative of the goverment that the municipalities would have intervention authority in the running traffic with this arrangement and it was accepted that the goverments would get %60 of the income which is got from the traffic punishment and the police department would get %40 of it.

But, the share which would be transfered to the police department,couldn’t be cash because of it could have problem in the viewpoint of the budget systematic, but could be in kind status like goods or service.

Besides ,it was discussed in the commission that if the driving licence would be given or not for the people who have problems only one eye .Faruk Budak who began to speak in this commission as the representative of the people who were become association in this matter,attracted attention that the people in Europe who have problems with one eye can have driving licence and also said “our citizens who are livig in Europen countries and have this problem ,can have driving licence at there and can drive here”.

But the commission decided that,the regulation which was written by the ministry of health would determine in which conditions the people who have body problem would have driving licence.

With the change  made in the commission,the authorities of the municipalities are being increased.According to this, the municipalities will be authorized in that the numbers of the taxis and the dolmushes (shared taxis) which will transport in the city,to be increased or to classification,to determine the licence price which will be given with the approval of the governorship.

The municipalities which will have the authorities  like fix the car park places in the city,manage,to get them managed,to build traffic training foundations or to monopolize the licence authority of private foundations ,and also punish aouthority will be given for the people who parks faulty and damage the traffic signs and signboards.

Traffic punishments like to use fake plate or use the police siren will able to be paid by credit card with the planned project become law.

New Order In Driving Licence

It is being gone to a new classification in driving licences.Because of this,present  driving licences will be changed with the new ones which were arranged according to new system free in three years.

In the new driving licences,the pictures of the cars that the drivers will able to be used will take place.

Who deserve to have driving licence,”the trainee driving licence “will be given for two years.But the trainee driving licence will be cancelled for who disobey the red light rule 5 times,exceed the speed limit,drive car in drunk or having drug,cause to wound or death.These people will have to get training  and enter to a new examination again.

Driving licences will be changed or  get visa every ten years until sixty years old,after sixty in every five years after a health control which will be made by a doctor who will be commissioned.

Alcohol Examination

The drivers who don’t want to get examination,will able to ask the cudicial doctor control.But,in case they are found in  drunk state the fine which is given to them will be twice.

The Speed Limit In The Divided Roads

While the speed limits are being kept in the main roads and motorways in the present arrangement,the divided roads were first added to the scope.According to this,in the divided roads which are also named as double road the speed limit was determined as 110 km/hour.

The driver’s driving licences who cause the accident in the pedestrian and school crossings because of alcohol and high speed,will able to be taken back for two years.The  conditions which  are reguired for the school bus drivers will be asked like to have three year’s driving licence at least and to have safety belt for each student in the bus.

With this Project the responsbility of the pedestrians is being increased.According to this,the pedestrians who don’t use the pedestrian crossing which is at the 100 meters distance and don’t fit the traffic signs, can be punished and seemed as principal defective.

Precuation For The Car Park Gangs

With the new arrangement the sanctions are being increased to stop the car park gangs.According to this,someone who ask for parking  fee unless having the authority,will be punished from 3 months until 6 months in prison and between 379-760 as fine.

Except the fixed  cost of driving licence or plate,any fee can’t be asked from the drivers instead of anybody or as a donation.While the transactions of these documents were being done,some fees which doesn’t take place in the law were being asked with the receipts which belongs different foundations.Thus,it is being intended to end this application.
